The following post is my own personal comments and opinions .
The below post is a about how to increase PLA military budget and PLA reform .
Can the PLA afford aircraft carrier ? The commercial , criminal and corruption activities of the PLA is understandable . But the non-military activities eroded the military professionalism and readiness of the PLA .
The PLA face potential adversaries domestically and internationally but the China economy cannot afford to provide adequate funding for a modern and strong PLA .
Unlike the US which have Pacific and Atlantic ocean as natural barrier , only bordered relatively weak and fairly pro-US Canada and Mexico , have relatively no separatist and subversive activities , thus the US can afford to use his developed economy to build a naval , aerial , missile and artillery power projection capabilities combined with forward deployment in the Europe , Asia-Pacific and Middle East ; whereas China surrounded by potential adversaries such as Russia ally , India , Vietnam ally , Mongolia on its border ; face the US forward deployment in Japan , South Korea and perhaps Taiwan in future ; have relatively separatist and subversive activities , thus China can only use its developing economy to build a army , missile and artillery defense capabilities combined with sufficient aerial and naval capabilities to secure China maritime economic interest .
Since the US has a strong economy combined with military asset and resources worth trillions , the PLA is unlikely to achieve military parity with the US , not to mention surpassing the US military .
But the PLA still need military modernization to defend against modernizing potential adversaries .
The PLA may invest half of its financial resources on modernization , and invest the other half of its financial resources in next generation military research and development which is normally called revolution in military affairs .
The US military already implemented star war , stealth capabilities , missile defense , pilot-less aircraft , cruise missile and surface missile artillery ships , etc .
The US military is likely to have many RMA program on the drawing board and white paper , but the US military may be reluctant to implement the RMA program may be because the RMA is costly for the US economy , the present US military capabilities is still the strongest in the world , the US military do not want the PLA to skip the military evolution to the next generation military capabilities .
Any major power with superior quantity of ‘ new ’ military asset and resources will have military advantage .
Perhaps , the US military may be waiting for the PLA to waste its limited financial resources on military modernization using ‘ old ’ military asset and resources such as costly aircraft carrier , then the US military may jump to the next military evolution of next generation military capabilities .
The PLA should not engage in military competition with the US military which will bled the China economy by high military spending demand which in turn will be aggravated by a weak China currency .
High military spending demand will divert financial resources and efforts allocation from economic and social development which are the foundation of long term military strength .
If the CPC invest in economic and social development , economic revenues will be increased which in turn will increase financial resources for military budget allocation .
If the CPC engage in military competition . it will bled the economy and lead to national decline like the Soviet Union .
The military is costly to maintain in peace time and inadequate to deploy in war time .
The foundation of economic development is built on military security .
Military budget allocation should be pegged to a relatively small percentage of national budget so that military development will not divert financial resources from economic development while military development will progress with economic development .
Beside logistic corruption , the military acquisition are quite relatively expensive . I do not know whether it is because of military acquisition corruption or cost .
If the PLA engage in commercial activities to supplement military budget , the CPC may consider to reorganize the PLA into a CPC parallel central government PLA investment company with the military hierarchy reorganized into a parallel commercial subsidiaries hierarchy based on the organizational division , command hierarchy , formation function , etc .
Under the CPC central government PLA investment company ,
For example , the PLA army in the military hierarchy as a parallel commercial subsidiary may be free to invest and compete in any commercial land based industries such as manufacturing , finance , education , training , infrastructure , medical , service , tourism , land resources exploration and production , property and construction , military sales and servicing , etc in any market .
In this way , the PLA army may be able to increase his manpower , land transport asset , etc .
For example , the PLA air force in the military hierarchy as a parallel commercial subsidiary may be free to invest and compete in any commercial air based industries such as passenger and cargo airlines , commercial and military aircraft manufacturing and airlines servicing , military sales and servicing , etc .
In this way , the PLA air force be able to increase his manpower , air transport asset , etc .

The CPC may consider to increase and diversify the professional and academic qualification of the CPC legislator while the lawyer may become the legal adviser , consultant and expert to the legislature like other professional , intellectual and academic expert , consultant and adviser such as physiologist , sociologist , economist , doctor , criminologist , etc .
The CPC may also consider to implement one party legislative election to increase political representation and accountability which will be another step in one party democracy .
The CPC central government PLA investment company and all the parallel commercial subsidiaries in the command hierarchy should separate the military financial account and commercial financial account .
Both military financial account and commercial financial account should be subjected to independent audit and financial transparency so as to prevent financial corruption .
The finance for military activities should only be from military budget and the finance for commercial activities should only be from business budget .
For the commercial profit to be channeled from business budget to the military budget , the CPC central government PLA investment company should consolidate the commercial profit from all the parallel commercial subsidiaries in the command hierarchy into the national budget , then the military budget can be channeled down the command hierarchy .
The military and commercial account and transaction of the PLA should be handled by the Central Bank by electronic bank transfer while the Central bank will be able to consolidate the military and commercial account and transaction activities into a financial report to complement independent audit .
There will be an increase in demand for accounting , auditing , legal , etc industry .
The tertiary educated PLA members will be able to use their professional and academic qualification for relevant commercial appointment in the CPC central government PLA investment company .
The CPC central government PLA investment company and all the parallel commercial subsidiaries in the command hierarchy should operate like a business entity and relationship ; the military commander should operate like business manager ; have equal economic responsibility such as independent audit , taxes payment and financial transparency ; have equal social responsibility such as charity , etc ; have equal legal responsibility such as economic criminal investigation , bankruptcy and contract liability ; etc like other civilian business entity and relationship .
Social responsibility such as charity will improve the popularity of the PLA and economic responsibility will increase economic revenues and monetary reserve .
The popularity of the PLA may also increase by disaster relief and humanitarian operation ; social public relation activities and media publicity ; military professionalism , modernity and strength ; etc .
Under legal responsibility , the police will investigate any economic crimes by the PLA members and the PLA members will have no legal immunity , the civilian Judiciary will judge any economic lawsuit related to the PLA personnel ; etc .
The CPC central government PLA investment company and all the parallel commercial subsidiaries may be listed in the domestic and international stock market to raise investment capital and accountable to investors ; all level of the parallel commercial subsidiaries in the command hierarchy should be accountable to next higher parallel commercial subsidiaries in the command hierarchy while each level of parallel commercial subsidiaries in the command hierarchy should supervise and administer the business performance of the next lower parallel commercial subsidiaries ; the CPC central government PLA investment company and all level of the parallel commercial subsidiaries should be subjected to independent audit and financial transparency , and should be legally registered as the national company ; the CPC central government PLA investment company may consolidated the commercial profit from all level of the parallel commercial subsidiaries for strategic commercial reinvestment and to channel into the military budget ; etc .
In this way , the PLA may contribute to economic and social development ; the PLA may use its military asset and resources to contribute economic and social development ; the PLA may train many military officer to become potential entrepreneur who may startup new business with their pension after their military retirement to create employment and reduce poverty while contributing to economic and social development ; the PLA with good business performance may be able to enlist more manpower into the military to reduce unemployment and for defense ; the PLA will have the convenience to update its commanders of the latest commercialized military product and technology which may be able to modernize the PLA ; the PLA may be able to provide more resources and methods as incentive for better military and business performance ; PLA commercial competition will improve PLA service quality and productivity ; the PLA will be able to invest in a export based military industry for competition in global arms market which in turn will increase commercial revenues , and improve military technology and product ; the PLA will be able to build a self-sufficient war economy ; etc .
In order to preserve the military professionalism , readiness , and loyalty of the PLA ; and military stability , the CPC should conduct regular personnel , logistic and financial audit of the PLA to prevent corruption ; the CPC may consider to implement a ‘ up or out ‘ personnel system which meant that each PLA member must compete to gain a promotion or they will be demobilized into military reserve so as to prevent entrenched interest and corruption ; the PLA should let the enlisted personnel go through normal military training and education cycle before deploying them for commercial mission ; all PLA organization should be further organized into three groups for rotation , one group for normal military function , one group for military retraining and reeducation cycle , and the last group for commercial function , etc ; the PLA should include the business management performance into the promotion criteria since business battlefield are like war battlefield , thus business manager is like economic general with a economic sense of military ; the PLA should include business administration and management studies for officer training and education ; the PLA should separate the military salary and commercial salary , pay market military and commercial salary to the officer and men , and ideally , the PLA should linked the commercial salary to their business performance and military salary to their military performance ; the PLA may also use the convenience of commercial activities and business budget to modernize and maintain the military asset and resources used for commercial activities ; etc .
The CPC may consider to nationalize the PLA , implement mandatory age retirement of PLA personnel and implement leadership renewal of PLA .
